Investigate: Dependency duplication check may not be catching duplications

Investigate

scripts/check-duplicate-packages.js is used to remove duplicate dependencies. #2267 is a fix for a bug caused by a duplicate graphql dependency. We need to check that the dependency tests still work and are being called in the pipeline / somewhere in the development process when installing packages.
