Browser tests sometimes fail during meca export

When running browser tests, they sometime fail during the meca export process when it updates the status of the manuscript. If this happens during/after the database gets reset, we can get integrity or manuscript not found errors.

The tests should poll the database until the submission's state has changed before completing.
