Error Message Not Displayed When Saving a Rule Without Actions

Description When editing an inbox rule and deleting its existing actions, clicking Save triggers an error state — but the error message area only shows a red box.

Steps to Reproduce

  1. Click on any rule.
  2. Delete all the actions of the rule.
  3. Try to click Save
  4. Observe that an error message appears, but without any actual text or explanation
