Inability to Annotate Across Page Breaks

Can't create an annotation that begins on one page and ends on another. See attached screenshots. When the information I am interested in annotating crosses a page break, no option to annotate or highlight displays. If I highlight one page or the other (2nd and 3rd screenshots), the options display. Ideally, I would be able to highlight discontinuous sections (I would ignore the part of the foot note and the page number) but I can workaround by editing out the unwanted material in markdown. However, per the photos, even this isn't an option no annotate option annotate option one annotate option two .

I think this is a limitation on Hypothesis's side since even using the Hypothesis chrome extension, you can't annotate across page breaks. But I would further assume that it's a limitation of the PDF format I've never found a PDF viewer where I can attach a comment to a highlight the goes across page breaks.
