Fix 'Signing the CLA' in CONTRIBUTING.md

In #112 we considered CLA (Contributor License Agreement) vs DCO (Developer Certificate of Origin). For different reasons, we need to go CLA.

The CONTRIBUTING.md file contains a section Signing the CLA that needs to be spelled out.
