Registration authorization feature for local installations

The admins of local installation should be able to (also) authorize each new user, instead of users being automatically given access to Lexonomy when registering. This could be an optional feature?

For user account, add option to enable/disable user login. Add siteconfig option to specify if user account is enabled by default after registration.
