Changing volume via volume buttons causes system-wide graphical stuttering during the presentation of volume indicator

What Happened

When volume is changed via hotkeys, system animations and even video in browsers, etc stutters while the volume indicator pops up and/or is being actively changed.

Expected Behavior

The popup should have no effect on system performance

Steps to Reproduce

  1. Play a video in Web (easiest way to notice the significance of the stutter)
  2. Change volume with keys instead of via the mouse in Wingpanel.

Platform Information

elementary OS 6.0, fully updated as of 2021-08-16
