Report laptop battery as missing if % Calculation takes too long

Problem

My 2012 HP ENVY laptop has a completely non-functional battery that only allows it to be used when plugged into AC power. Middle clicking the indicator/Toggling "Show Percentage" would report the battery as being at 0%: image And opening it would show the percentage as "Calculating..." rather than "Missing" or something along those lines: image

Proposal

If the battery takes over 30 seconds to a minute to Calculate percentage, or if the percentage stays at 0% after 5 minutes, the battery would be reported as missing and the icons would be replaced with battery-missing-symbolic and battery-missing. To avoid incorrect labeling, it would be labeled "Not charging or Missing"
