Localisation in date/time indicator wrong

I have installed elementary in English language, from a German location and selected a German keyboard layout. Even so, the time / calendar indicator displays the name of day on WingPanel, the day (1st row of popup), the month/year picker (2nd row) and the list of days (3rd) in German language instead of English.

This still seems relevant. We use Granite.DateTime.get_default_date_format. screenshot date

I am having the same problem. The wingpanel date/time indicator shows incorrect time format for swedish localization: lör 24 nov 4:07 E.M.

It should be: lör 24 nov 16:07

The format in the Language and Region System Settings panel is correct though.

For the record, I've seen the same issue in Ubuntu 20.04, where I had the system language set to US English and the formats (for time/date formatting, decimal separator, measurement units, etc.) set to Portugal; I was seeing dates displayed as

qua mai 4 15:52

instead of what I expected (to match the system language!)

The workaround I used was to change Settings > Region & Language > Formats from Portugal to South Africa. South Africa's formats are pretty much identical to the Portugal, but they default to English names for weekdays and months.

To be clear, I expect the date/time formatting to affect the order of the date components (MDY, DMY...), the separators, AM/PM vs 24h clock, etc.; but not override the actual day/month names from the system language I have selected.
