Remember playback position of all videos

I think the Videos app should start saving position in all video files. Currently it saves the most recent, and when you open Videos you can click Resume. Instead, it should remember the position of any video file you've played before, even if it's opened by clicking on it in Files.

Essentially, I'm suggesting it replicate the "save-position-on-quit" setting that MPV has. I think this would be more consistent with the spirit of the "Always Saved" policy of the HIG.

This sounds sane to me, and matches how i.e. streaming services work with different movies and episodes or videos.
