seek using mouse scroll wheel

Hi,

Would it be possible to allow video seeking when using mouse scroll wheel. When I use the scroll Wheel, the seek progress indicator shows as if it is seeking yet playback does not change at all.

Shouldn't be to hard, it's been implemented in the sound indicator: https://github.com/elementary/wingpanel-indicator-sound There is one improvement pending: https://github.com/elementary/wingpanel-indicator-sound/pull/74

That's great, I know that Gnome-mpv has it implemented, however I have zero coding experience outside of PHP - lol.
