Smooth scrolling. Scrolling over the page and over the scroll bar differs. Is this by design?

1- Open terminal and press enter a couple of times until the scroll bar appears. 2- Use the mouse scroll wheel over the page and the scroll bar.

Result: Smooth scrolling is used when an user uses the mouse scroll wheel over the scroll bar, but this doesn't happen on the page.

This is probably an implementation detain in LibVTE or GTK itself; it looks like GTK smooths scrolls on the scrollbar, but I know VTE is (intentionally) not smooth.
