Drag and Drop is blocked by interactive widgets

What Happened?

Trying to initiate a drag and drop fails if the drag starts over a checkbox or text entry

Steps to Reproduce

Try to begin a drag with the mouse anywhere over the summary label. The task expands to edit instead of being dragged

Expected Behavior

We should block events from propagating to the task when a drag is initiated
