Settings dialog should be more specific about which settings are only applied after a restart

Problem

After changing the action to perform when closing the laptop lid while running on battery, I got a yellow warning box (see screenshot)

I get the impression that this box always appears when changing any setting.

Proposal

The box should only appear when a setting really needs a restart for sure to be applied. When the setting is in effect immediately, don't display that message as it would be quite misleading
