Height is forced larger than default

What Happened?

Something in this pane forces the window height larger than its default

Steps to Reproduce

1. Set system settings to default height
2. Open network settings
3. See the window is resized. Verify in dconf

Expected Behavior

Views shouldn't force the window larger than defaults
