No way to apply a system wide proxy

There's no way to make a proxy applied on the entire system using the new network GUI.

for example, I can't run apt commands when connected to a network that explicitly requires a proxy to connect to the internet.

I say same. There was once a button that asked to apply system wide in the GUI from elementary 0.3, not in 0.4 :'(
