Feature: allow to import .ovpn file by simply "running" it

Problem

To make it easier for new users to import their VPN configuration from a .ovpn file, it should be possible to open that file the same way you would open a libreoffice document or text document from the file browser.

Proposal

Add a handler program for .ovpn which automatically imports it into the network settings when double clicking the file in the file browser.
