Different keyboard settings (such as reassigning the capslock key) for different keyboard layouts

Use-case is I use both qwerty and dvorak, and I wanted to assign capslock as esc only in the dvorak layout.

As it is, those settings are universal and not for each layout (maybe it's just me, but the UI does seem to imply that the settings are for the selected layout).

(Sorry for all the edits, wrote this very sleep deprived and just noticed how bad of a bug report/feature request this was. Hopefully this is better.)
