Swap lwin and lctl is missing from the options page

The option to swap LWIN and LCTL is missing from the GUI. Specifying it manually using dconf-editor or gsettings works, but the option is not available in the keyboard plug.

gsettings set org.gnome.desktop.input-sources xkb-options "['ctrl:swap_lwin_lctl']"
