Fails to find devices unless `scan on` manually run from bluetoothctl

Happens most of the times after a reboot. A solution can be whenever bluetooth is enabled turn scanning on.

Chipset: rtl8723be OS: juno beta

It does find devices (scan) on my Dell XPS 15 (9550) with a Atheros Qualcomm Killer 1535 802.11ac 2x2. I'm also running Juno beta (1)
