Sidebar expanders should show expander arrows by default
What Happened
Users do not know whether they can expand them until they mouse over them. This isn't the same as showing extra information in an accel label - being able to expand and contract is the only function it has.

Expected Behavior
The sidebar title has its arrow visible by default both when expanded or collapsed, preferebly the icon and text are dimmed slightly when not hovered.

I'm mixed on this; I agree it might not be clear that items are expandable when they're collapsed until you hover them to show the expander. But at the same time, the added noise from having expanders on every single collapsed item would be… a lot. I'd be curious to see what other platforms do with this sort of pattern, though.
@cassidyjames Ok, so maybe it could be smarter than taking the normal "just put them in the same place" mentality - how about having them be dimmed and floated left so they are like a part of the text? It might be interesting to see how well it works...
