SassC is deprecated

from sass/sassc:

Warning: LibSass and SassC are deprecated. While it will continue to receive maintenance releases indefinitely, there are no plans to add additional features or compatibility with any new CSS or Sass features. Projects that still use it should move onto Dart Sass.

@Marukesu do you know if Dart Sass is packaged in Ubuntu 20.04? If not, we will likely continue using the packaged version of sass that is available to us. Alternatively, we could package it ourselves, but I'm not that inclined to do so.
