Make overshoot an ellipse

Because sometimes the scrolled area doesn't extend completely to the edges and it looks weird and cropped

I'm cool with an ellipse, but just curious: where are you seeing this? In those instances scrolling would also feel broken if your mouse was in the non-scrolling area, too right?
