Desktop Action does not work when the app is already running

What Happened?

I cannot use any desktop action when the app is already running (having a window or in the background), which makes it problematic for keyboard shortcuts, accessing quickly a function from the dock, or from a script

I believe this is because the primary instance does not pick up remote commandline arguments

Steps to Reproduce

Open Screenshot Right click in the dock Select an option Nothing happens beside the window getting focused

Expected Behavior

desktop action is activated
