Copy to Clipboard wont allow to paste as file (direct on files)

When copy to clipboard is selected I can't direct paste on folder as a file.

On screenshot:

1. open app
2. Select area to grab
3. Take Screenshot
4. Select with mouse the area
5. Copy to Clipboard

On files:

1. Open files
2. Try to paste: ctrl+v or right mouse click -> paste
   • neither works

To clarify - the "Paste" option is not shown in Files (in other apps it is insensitive) indicating there is nothing pastable in the clipboard.

I presume the reason there is no Paste option in Files is because the Clipboard holds an image not a file. So you could paste into an image handling application but not a file manager. So I am not sure this is an issue in Files - unless other file managers can convert non-file data in the clipboard into a new file? The usual copy/paste in Files only puts the file url into the clipboard.
