Is there no way of rating images in Photos?

There is not. Can you elaborate on your use case for this? What kind of ratings do you assign to photos? How does that help to organize your photos library or to help you make decisions about those photos? etc. The more information about how you expect to use a rating system, the better!
Thanks for the response. I use ratings to help me cull images from a shoot. I basically use a 3 rating system of ok (1 star), better (3 stars), best (5 stars). I then publish 3 and above, keep 1 star and delete anything unrated or rejected.
I have found that 5 star system to be quite worthless for me; a long time ago I used Pixmantec RawShooter and that had a rating of 1-3, which I found perfect.
I have been playing with Shotwell (which I think your Photos app forked from, or uses elements from) and have found the rating system in there to be quite useful.
Let's say I shoot a number of photos over time of my kids playing. I would want to import them, then rate images. Publish the good ones. Then in a few years when I'm looking for images of my kids, I would like to search by a filter (tag) for the child and also look for the 5 star ones. I do this all the time.
I have also used Apple Aperture and Lightroom since they started. They both have a concept of smart albums, where I can also use the rating applied, plus any other attribute such as tag, capture date (from, to) to automatically create albums (sets) of images.
For me, ratings are a fundamental part of a digital asset manager.
