Both alt+arrow and arrow do same behavior

Steps to reproduce the behavior

• Run Photos
• Click some image in your library
• Press left/right arrow. The images cycle.
• Next, press alt+left/right arrow. Same behavior with the previous step is happen: the images cycle.

Expected behavior

I think their behavior should be different, like System Settings:

• Left/right arrow: Cycle images
• Alt+left/right arrow: Back to the previous page
