Report when a card doesn't contain photos

Currently, if a memory card without any photos on it is opened in Photos, a message of "Starting import, please wait..." is displayed instead of something to the effect of "There are no photos on this camera." This is misleading.

Steps to reproduce:

• Find a memory card with no photos on it
• Mount it
• Open the card in Photos
