"Norwegian" locale should not be available

What Happened?

Picked "Norwegian" and got no translations. I think this is because the "no" or "no_NO" locale is available, but this should never be used.

Steps to Reproduce

Pick "Norwegian" in the installer.

Expected Behavior

Wanted "nb_NO" or "nn_NO" for respectively "Norwegian Bokmål" and "Norwegian Nynorsk".
