German user accounts should use 24h time by default

On a fresh installation of Juno (stable), the wingpanel used AM/PM by default, even though I used German as my language/region during installation.

Same with English (US) language, but with Finnish format setting on a new installation.

I'm going to move this to initial setup since that feels like a place where we'd set these defaults
