Skip language and keyboard if preseeded by installer

Part of the design of the installer is to preseed the language and keyboard layout if the system is rebooted at the end of the install (signifying the installing user is still present). In that case, initial-setup should skip the language and keyboard views and pre-set the values from the seed.
