wifi pop up and initial-setup window have same background color and looks bad

What Happened?

On the initial setup of wifi phase, if you open the wifi indicator and open a connection's password dialog it has white background and so distinction is made between it and the initial-setup's window as such both looks merged.

Steps to Reproduce

1. on wifi connection recommendation phase click on wifi indicator
2. select any connection
3. a dialog to enter password appears
4. reproduced

Expected Behavior

either a clear distinction between the two.
