OARS content_rating tag validation inconsistency - missing values should default to none

Hi,

The Before You Publish wiki page references this OARS <content_rating> tag generator. The generator adds tags only for those topics, where the answer was not "None". The content rating tag validator should accept the generated data.

The issue might be the same as in #772 - old appstreamcli version is used by houston.
