Show reviewer that took action on an app

In addition to https://github.com/elementary/houston/issues/647, this would help reviewers communicate more easily on review verdicts, right now they have to ask who did approve / reject a specific app.

I think this is counter to what we want. Ideally the developer should not care or even know what developer reviewed it, but that elementary reviewed it.

@btkostner sorry, I think I might have worded this a wrongly. What I meant, is that this info would be only available to reviewers, not to the actual developers, only on the reviewer dashboard.

In that case, we will also need some way to see past reviews
