GitHub app needs access to all repos

The dashboard or the docs should say that the AppCenter GitHub app needs access to all repos. Alternatively, it would be even better if one could enable the app only for a subset of the repos.

I'm going to link this with #447 as they are very similar and will probably get implimented at the same time.
