Make our review docs public

Kinda related to #412 but specific to docs about our review process.

A lot of the approval process is yes and no questions to avoid human bias. Would it be better to show the docs as a story, like our current ones. Or do we want to make it like a checklist?

I would like the ability to provide more detail to any rule during review. This would let us provide more detailed GitHub issues, and links directly to the doc rule.

I personally like the checklist idea, as it seems to follow the process better. We could also show more details about the latest build under the rule.
