Greeter and Desktop occasionally display in low/unsupported resolution on bootup (nvidia)

What Happened

Occasionally (~10% of the time, depends on system) the greeter displays in a low resolution. The Desktop will also display in the same low resolution.

Going to display settings shows that the display is not detected.

Updating or changing NVIDIA drivers do not appear to fix the issue.

Workaround is to restart the computer, but problem may re-occur.

Issue may also occur in the same way on 5.1.7 Hera.

Expected Behavior

OS should always load in the last used resolution.

Steps to Reproduce

This issue is intermittent, but may appear if you:

1. Have an NVIDIA card. May depend on the card. For example, GT1030 is stable. GTX 1650 is not.
2. Start the computer a number of times.
3. Occasionally, the issue occurs.
