Cannot maximize windows on secondary monitor when monitors stacked

By stacked monitors I mean configuration like this: (one on top of the other one).

It is not possible to maximize windows just on secondary monitor only when secondary monitor is on top. It is not possible to maximize by any way - by gesture (drag to the top edge), by button, by double-clicking title nor by shortcut key.

Confirmed here, too. Inverted monitors positions, top is laptop & bottom is monitor. Also related can't move windows to the top. Adding a screen recording
