Remember window settings like always visible, always on top

Problem

If someone launches an app and sets the window to "Always visible" or "Always on top" that setting isn't remembered between launches and they have to reset it every time they launch the application

Proposal

Remember "Always visible" and "Always on top" settings so that when an app is launched they are automatically re-applied
