Panel goes opaque when window is maxmized on wrong display

When I maximize a window on the secondary display, WingPanel on the primary display goes opaque. However, when I maximize on the primary display, it stays transparent.

I'm on a laptop with Juno, and have an external display connected and positioned to the right of my internal display.

I guess I'm not 100% sure if this is up to Gala or WingPanel to file, but I think Gala handles the logic.

Looks like this was also posted at https://github.com/elementary/wingpanel/issues/43, so I'm not sure it's actually a Juno regression. It may have been like this for some time.

Since it seems like this was reported for Loki, I'm going to bump this from the "regressions" project and into a new "multi-monitor" project
