Super+Tab should create a new workspace when there's just one
When I have just one workspace with windows, I'd expect to be able to switch to another one with START+TAB. I am able to switch to it with START+RIGHT_ARROW, so the inability to use the first shortcut is a bit weird.

That's an intentional feature. You use Super+Tab to cycle between populated Workspaces and when you want to create a new Workspace you use Super+End. Hopefully in the future we also get #898, Super+0 and Super+d to make the process of creating a new Workspace even faster.
Why is it intentional? What is the downside of enabling Super+Tab to switch to a new workspace if only one is currently being used?

The Downside is that is slower when you want to cycle between Workspaces.
I'm saying that is intentional because, before Hera, the "New Workspace" was included when you cycled Workspaces. This was fixed on Hera. Check #190.
Well, I think it would be nice to reenable the old behavior when there is only one workspace being used. In such a case, when clicking Start+Tab, I actually want to switch to a new workspace, there is no other workspace to switch to! If there are more actively used workspaces, then switching to new one doesn't make sense, and Start+Tab should behave as it does now - switch me to another ACTIVE workspace.
By active, I mean a workspace that has some windows in it.

I understand what you're saying, but I don't know if that is good design,
It would be better to change the title to make it clearer that what you request is for the "New Workspace" to be included when you cycle Workspaces (Super+Tab).

I changed the title. Btw, I noticed that sometimes the behavior that I want is actually there. In rare cases when I have just one workspace, and I click Super+Tab it switches me to a fresh one. However, after I get back to my previous workspace, I cannot do that again. I'm not sure how to reproduce it, it just happens sometimes.
