The filechooser portal still uses a modified Gtk.FileChooser which does seem to honor settings like org.gnome.nautilus.preferences.click-policy nor, on initial inspection expose an option for this, unfortunately. Do you know whether in e.g. Ubuntu the click policy of Nautilus and the file chooser are synchronised?

Changing the click mode in nautilus doesn't seem to affect the File chooser either.

Tested in Fedora 37 and elementary

(I tried to see if there's an issue for this already in nautilus but gnome's GitLab seems to be suffering an outage atm)

In that case there is probably not a way to do it without completely replacing the Gtk.FileChooser with a Files one - which is the long-term aim.

If a Gtk fix for Nautilus does transpire then we can probably use it too.

Any plans of implementing this for elementaryOS 8.1 or elementaryOS 9?

I'll try to have another look at what is needed to completely replace the default system filechooser with a Files one but I do not think there is much hope of it getting in OS8.
