Link to app permissions from background apps menu

Problem

We now shows which apps are running in the background, why, and we can close them. But we're not surfacing the ability for folks to control whether apps are allowed to run in the background permanently, so they might not know how to access this feature.

Proposal

We should link from the background apps menu to app settings so that folks can discover this feature and have better control over what apps run in the background
