Time change to 23:00 when creating weekly repeated event

What Happened

Creating an event to repeat weekly causes the time to change to 23:00. The time cannot be updated after that. It stays at 23:00.

Expected Behavior

I want to create an event that repeats every Thursday at 19:00 and send me an alarm 1 minute before 19:00.

Steps to Reproduce

  1. Double click on date in calendar app to create an event.
  2. Input name of event and select time to be 19:00.
  3. Select weekly and Thursday in repeat tab.
  4. Select alarm to be 1 minute before event.
  5. After the event is created, the time of every instance is changed to 23:00 instead of 19:00.
  6. The time cannot be updated back to 19:00. It stays at 23:00.

I think its the same issue. I guess the time can change at random also.
