Event Times change to random times when Repeat is set

What Happened

In Calendar, newly created events will change to incorrect event times after Repeat option is set.

Expected Behavior

Event Time (Start/End) should not change when Repeat Option is set.

Steps to Reproduce

1. Start Calendar, double click on a day to start new event
2. Specify Start and End Times for event
3. Turn "Repeat" ON
4. Click Create Event.
5. Event times will have changed to random times. Particularly, the hour will be an incorrect value.

I am experiencing this issue as well, though the change in time doesn't seem to be random for me. The hour values for both the start and end times are four hours earlier than what I set them to (I'm in EDT timezone which it UTC-4). If I change my timezone in the system settings to PDT (UTC-7) then my scheduled events, when repeat is on, are seven hours earlier than when scheduled. Setting the location of the event doesn't have an effect on the resulting time.

Additionally, if I open an event with repeats, do nothing and click "Save Changes", the start and stop time shifts as noted above. So it seems that every time the "Save Changes" button is clicked the scheduled time is converted from UTC to local time per the system timezone settings, and only for events with repeat on.

P.S. This is my first ever comment on anything in github, so I hope that I've communicated and formatted this information sufficiently. @abodedis formatted their issue so clearly! So I will try to follow with some information about my system.
