forget password after reboot for every acccount

i rebootet after a system update and got this dialog.

that should never happen if i had saved the password once into the system-keychain.

i rebootet the system again and got this dialog again!

What makes this even more annoying is the fact that I cant open up my password manager as the Maya password input window captures all keystrokes, preventing me from entering my password managers master password.
