tar file is not working

Describe the bug I am trying to use tarball option to install elementary however it is failing due to dependency package dbt-utils.

Could you remove the dependency so that developer can install outside elementry ? if any dependencies need to be installed

why? dbt dns is blocked in my company hence, I have to use jfrog or s3 to maintain the dependency packages
