No ringing on the other side if a call is initiated from the native call log

Steps to reproduce

  1. Have a call with EX. End it
  2. Go the phone native app
  3. Tap on Element X Video to initiate another call

Outcome

What did you expect?

The callee device rings.

What happened instead?

No ring.

In those conditions, no m.call.notify is sent. It is likely to be fixed by https://github.com/element-hq/element-x-ios/pull/4139 but I'd like us to test this scenario again once this PR is merged.

https://github.com/element-hq/element-x-ios/pull/4139 is closed, but you do get a notification but without sound, not even the normal message sound.

It is labeled occasional but my whole family (8+) have this issue. All iOS users to I guess it should affect almost all of them?
