Opening a room when offline causes scrollback spinner to tightloop

Steps to reproduce

1. Go offline
2. Open a room you haven’t yet viewed this session
3. Watch the spinner spasm frantically as it tries to load scrollback. Looks like it’s tightlooping on /messages or something.

This almost a regression of https://github.com/element-hq/element-x-ios/issues/1884 but without the bouncing

Frantically resetting spinner, which i strongly suspect is chewing 100% cpu

still happens, still looks super ugly. particularly irritating in combination with https://github.com/element-hq/element-x-ios/issues/3872 given not only can you not see your cached messages, it sits there spasming at you.
