After some more observation today, I can say that this does indeed seem to only happen for notifications triggered by this one user. Also, it happens for all notification triggered by this user.

@marwing can you please share the exact steps for how you created the room and the room details (e.g. did you change the room name or anything else). It would also be useful to know if the room is a DM or not, and how many people are in the room

I did not create the room in question. Like I wrote in the issue description, this all happens in the public Synapse Admins (#synapse:matrix.org) room. I don't have a private room with that user.

I noticed this for another user (@cyberes:evulid.cc) today: IMG_3510 I sent logs again with a link to this issue.

I just noticed this again on the latest TF build (1.5.1) with sliding-sync proxy v0.99.13 and synapse v1.98.0. Once again with a different user and this time also in a different room. The room in question is #signal:maunium.net and the event is either this or this (they have the same content, are very close together in time and I only got a notification for one of them). The user is @pupchas:wk-serv.de.

I sent logs again with a link to this issue.
